WHO CAN APPLY?

All organisations are eligible to apply to the extended Peace II Programme except political parties and proscribed organisations.

Organisations must submit a copy of their governing document - their constitution, Memorandum and Articles of Association or otherwise with the application. A copy of the most recent set of accounts is also required.

Under the Larne Social Economy Programme, priority will be given to social economy enterprises/community businesses.

Under the Larne Community Infrastructure Programme, priority will be given to community and voluntary organisations.

Please note that projects/programmes can only by grant funded under one measure and one EU Programme or Initiative.

LARNE LOCAL STRATEGY PARTNERSHIP CANNOT FUND:

Bullet Individuals.
Bullet Projects where there is already statutory provision.
Bullet Retrospective grants or debt repayment.
Bullet Recurring running costs of an established organisation.
Bullet Activities related to the promotion of religion, political parties or a particular political viewpoint. It is important to note that any assets purchased with grant aid under the programme cannot be used for these purposes.
Bullet Costs that are incurred by a project before funding approval is given.
Bullet Costs incurred by a project before the approved start date.
Bullet The use of funding as sponsorship or charitable donations.
Bullet Projects, which are in receipt of funds from another EU funding programme.
Bullet Bank fees associated with overdrafts or loans or for managing accounts in arrears.

THE SELECTION CRITERIA

Projects will be eligible for consideration if they: -

1. Meet the Peace II Distinctiveness Criteria, which uniquely distinguishes this programme. (See Section 3.7 of Operational Programme)

2. Address the Horizontal Principles, which are embedded in the delivery of the Peace Programme. (See Chapter 4 of the Operational Programme)

PEACE II DISTINCTIVENESS CRITERIA

Projects must have a direct effect on one or both of the two programme objectives:

1. Addressing the legacy of the conflict
This is about addressing problems resulting from the conflict, turning negatives into positives and moving towards a peaceful society.

2. Taking opportunities arising from peace
This is about maximising the new opportunities on offer through peace, exploiting new developments and creating new and exciting prospects.

AND must target at least one of the areas, groups and sectors as listed in Section 2 of Part B of the application form.

RECONCILIATION

In the extended programme there is an increased focus on activities that promote peace building and reconciliation. The Special EU Programmes Body defines reconciliation as having five interwoven and related strands. To be eligible for funding your project must:-

Bullet Build Positive Relationships

AND address at least two of the other strands, which are: -

Bullet Acknowledging and dealing with the past
Bullet Developing a shared vision of an interdependent and fair society
Bullet Cultural and attitudinal change
Bullet Social and economic and politic change

It may be helpful if for each of these strands you pose the question - How will our project contribute to acknowledging and dealing with the past in our community? Applicants need to provide specific information on how the proposed project will achieve change in the target community in respect of these reconciliation strands.

HORIZONTAL PRINCIPLES

Targeting Social Need
Your project must show how resources will be targeted to benefit areas and people in greatest social need and therefore will be required to provide evidence of that need and how the project specifically will both aim to meet that need and to promote social inclusion.

Balanced Intervention and Equal Opportunities
Your project must demonstrate how it promotes equality between: -

Bullet Persons of different religious beliefs, political opinion, racial group, age, marital status and sexual orientation
Bullet Men and women generally
Bullet Persons with a disability and persons without
Bullet Persons with dependents and persons without

HOW DO I APPLY?

Before making an application you may wish to speak to an officer of Larne LSP who will be able to advise on the eligibility of your proposal. Our staff contact details are enclosed.

Application forms are available from Larne LSP, c/o LEDCOM, Ledcom Industrial Estate, Bank Road, Larne BT40 3AW. Tel No: 028 28 270742.

Please note that the form is divided into two parts:

Part A: Asks for basic details of your project. The information is required by the Special EU Programmes Body, the Managing Authority of the Programme and can be completed on line at www.eugrants.org. If required we can supply you with Part A on paper.

Part B: This includes more detailed questions on the peace distinctiveness, reconciliation, measure and other criteria. The Part B is available electronically from www.larnelsp.org The Part B must be completed and returned to us as a hard copy. We will then match both parts of your application.

* Larne LSP would prefer that applications are word processed or typed in black ink, failing that handwritten applications must be completed clearly and legibly in block capitals in black ink. If we cannot read your application we will not be able to process and assess it.

Applicants must also ensure that all additional information required as part of your application is enclosed with it. It is a good idea to write the name of your group and the Measure number on such information. We will not copy or return submitted information to applicants.

Completed applications for the Small Grants Programme must be received on or before
18 January 2006 @ 4.00pm. Completed applications for the Larne Social Economy Programme and the Larne Community Infrastructure Programme must be received on or before 28th February 2006 @ 4.00pm. Incomplete applications and/or applications received after the closing date will not be considered under any circumstances. It is your responsibility to ensure the application reaches us by the closing date - proof of postage will not be considered as proof of meeting the deadline.

Do I need to send anything else with my application?
Yes - we require a copy of your governing document and a copy of your latest set of annual accounts. Elsewhere in these guidelines we have explained that additional information may also be required. We have provided a checklist at the back to help you ensure you have enclosed everything that may be needed.

How is my application dealt with?
On receipt of a complete application made up of both Part A and Part B you will receive acknowledgement within 7 days. We will issue you with a Unique Reference Number, which is to be used on all future correspondence and let you know when you can expect to be informed of the outcome of the application.

HOW WILL MY APPLICATION BE ASSESSED?

If eligible, your application will be assessed and scored by a Measure Selection Panel. Your application must score at least 13% on the peace distinctiveness and reconciliation criteria and receive an overall score of 65% or more to be considered for funding. Obtaining a score of 65% or more is no guarantee of funding if there are more proposed projects than there is funding available.
